There is hereby established a Snohomish County department of conservation and natural resources. It shall be the purpose of this department to manage programs providing a variety of educational, recreational, conservation, and natural resource services to the citizens of Snohomish County and such other programs which may be assigned. The department will concern itself with changing technologies in the management of such programs and will expedite the development and implementation of service improvement and cost reduction whenever possible.
