The following guidelines shall apply to all council appointments of board members:

(1) Timing. Council may act upon the executive’s recommendation(s) within 60 days of receipt. If council does not pass a motion to confirm or reject an executive’s recommendation within 60 days of the date council received it, the recommendation shall be deemed rejected. If the recommendation is rejected, the executive shall have 30 days to submit another name. If the second recommendation is rejected, or if the executive does not submit a recommendation within 30 days, the council may request another name from the executive or may appoint directly.

(2) Decision. By motion, council may confirm or may reject without cause an executive’s recommendation. In considering a recommendation, council may review supporting documentation, conduct public hearings, and exercise other due diligence that council deems appropriate.
