It shall be unlawful for any motorboat to be operated by, or for any person owning or in charge of any motorboat to authorize any motorboat to be operated by, any person under the age of 14 years when such motorboat is powered by a motor of 10 horsepower or more unless such person is accompanied by a person who is over the age of 14 years.
