All ordinances, administrative rules and resolutions in force at the time this amended charter takes effect, to the extent they are not inconsistent with the provisions of this amended charter, shall remain in force until amended or repealed. All rights, claims, obligations, proceedings and liabilities either in favor of or against the county, and any criminal proceedings existing on the effective date of this amended charter, shall not be affected by the adoption of this amended charter.
